First, the author clearly follows and explains the events in using Title 7 of the 1964 Civil Rights Act to force desegregation of private companies - in this case, of a Duke Power coal-fired electric power plant. There are many details that need to come together to make the story coherent|About the Author||Robert Samuel Smith is an assistant professor in the Africana Studies Department at the University of North Carolina, Charlotte.

In 1966, thirteen black employees of the Duke Power Company's Dan River Plant in Draper, North Carolina, filed a lawsuit against the company challenging its requirement of a high school diploma or a passing grade on an intelligence test for internal transfer or promotion. In the groundbreaking decision Griggs v.
