||About the Author|Dianne T. Thompson is a Social Science Analyst in the Office of Policy Development and Research of the U.S. Department of Housing and Urban Development, Washington, DC. She earned her Ph.D. in 1999 from the University of Maryland.

Thompson identifies communities of interest for congressional redistricting based on factor analysis of Census socioeconomic variables. Using factor scores to construct districts uniting distinct regions, Thompson explores whether emphasizing communities of interest (and other traditional criteria) but not race may create congressional districts with significant black populations.
